On November 20, one has introduced a project for consideration to Kyiv City Council on addressing the Parliament with the request to establish a gambling zone in Ukraine’s capital. The offer was made by Oleksandr Pabat, a member of the Solidarnist party.
He offered to locate gambling venues in the very heart of Kyiv, namely in luxurious hotels. This is the way he is going to deal with illegal venues, increase the city budget and attract tourists.
However, Mr. Pabat’s colleagues and gaming market participants have doubts about his good intentions.
Facebook official page of the deputy of Kyiv City Council from Svoboda Petro Kuzyk posted the following statement: “Currently, gambling business is not legislatively regulated in a proper way. Therefore, talking of the revenue growth is unreasoned, and the attempt to legalize gambling business is a crime against society.”
The post is concluded in such a way: “According to the suggestion of Svoboda deputy Oleg Chernetskiy and the support of Petro Kuzyk, the project has been rejected.”
Irina Sergienko, a lawyer and CEO of Ukraine Gaming Association, holds the similar opinion. According to her, the offer looks like an attempt to lobby somebody’s business. The market requires a dialogue with all participants and collaborative development of the transparent legal framework.
