Ukrainian Antimonopoly Committee explore lottery market situation

Representatives of the Antimonopoly Committee of Ukraine said that in the near future a detailed investigation will be carried out, whether there is competition on the lottery market or laws proposed by the Ministry of Finance allow only one company to operate.

Recently, the Ministry of Finance offered a resolution that requires the operator to have at least 10 years of experience in this sector and pay more than $6 million to obtain a license for lotteries. Such conditions allow only three companies to work in the lottery business: UNL, M.S.L. and Patriot. However, the last two companies have been included in the sanctions list, since they are allegedly connected with Russian businesspeople. Thus, the new law allows only one operator, UNL, to stay on the market. State banks will be also able to conduct lottery activities in the country.

The study of competition on the lottery market will be conducted until July 17. During this period, specialists of the Antimonopoly Committee will collect data on all business entities and make a final decision.

Last month, the MP Alexander Danchenko said that if the new law on licensing lottery operators is signed, the budget will lose about $228 million annually.
